NSW Police Commissioner ANDREW SCIPIONE says investigations into a bomb hoax involving
a Sydney schoolgirl will be lengthy.
A bomb squad was called to a harbour-view home at Mosman on Wednesday afternoon, after
a balaclava-clad man placed a collared device around the neck of 18-year-old Year 12 student
MADELEINE PULVER.
Commissioner SCIPIONE says the investigation is well advanced, but he expects a long
investigation and declined to say if police are any closer to catching the suspected extortionist.
He also praised Constable KAREN LOWDEN, who sat with Ms PULVER for the first three
hours of her tense ordeal.

Police have arrested a teenager and are still looking for another after a pizza delivery
man was robbed at knife and gunpoint in northern New South Wales.
Police say a 22-year-old was making a delivery to an address in the Newcastle suburb
of Hamilton South .. on Friday .. when he was allegedly threatened with a knife and a
firearm he handed over the pizza .. an amount of cash and a mobile phone.
Police say a 17-year-old male was arrested in Hamilton South yesterday and will appear
in Broadmeadow Children's Court tomorrow.

Ms Gillard again defended the lack of a cost-benefit analysis, saying the business
plan all but proved the network was financially sound.
"There's been any amount of discussion in this building about a cost-benefit analysis," she said.
"But what this document is telling you today is the NBN is viable with a viable rate
of return as a proposition in its own right.
"That's before you go to all of the economic benefits for business."
Senator Conroy rejected the suggestion that the billion-dollar outlay could have been
better spent on areas such as health and education, or roads and infrastructure.
"It is about spending money on hospitals," he said.
"If you look at what Hong Kong has just completed on their e-health, the e-health benefits,
it is already saving lives."
Schools will also get a boost, while traffic congestion will be reduced by allowing
people to work and operate from home, Senator Conroy said.

Vic: Judges speak out against sentencing law changes
MELBOURNE, Aug 4 AAP - Two Victorian judges have hit out at a new law aimed at making
their sentences more accountable.
Changes to the Sentencing Act recommended by the state's Sentencing Advisory Committee
now require judges to declare what discount, if any, they award an offender following
a guilty plea, News Limited newspapers said today.
Victorian Attorney-General Rob Hulls said the measure did not undermine judicial discretion
but would increase sentencing transparency.
But in sentencing murderer Michael Flaherty to a minimum of 16 years' jail on July
22, Supreme Court Justice Stephen Kaye said it was "highly artificial, if not impossible"
to ask him to ignore a guilty plea to determine what sentence he might have imposed.
He estimated "doing the best I can" that Flaherty's guilty plea reduced his sentence
by two years but said adding and subtracting time for aggravating or mitigating factors
distorted an approach long considered correct, the newspaper said.
County Court Judge Leo Hart said the new law asked him to "venture into hypothesis"
and he was "unable to comply sensibly or rationally" with it as he sentenced Geoffrey
Bromilow to 16 months' jail, with all but three months suspended, for a charge of dangerous
driving causing death.
"I can say a plea of guilty has a mitigatory effect on sentence, and I can say it would
have been a longer one, but that's all I can sensibly say."
The new laws came into effect on July 1.

SYDNEY, April 8 AAP - Car-jackers threatened a young driver with a gun before stealing
his vehicle in an underground carpark in inner Sydney early today.
The victim, a 20-year-old man from Epping, was driving a white 2006 Mitsubishi Lancer
when he was approached by two men in the Haymarket carpark at about 12.30am (AEST) today.
One of the men produced a handgun and ordered the man out of the car.
The two thieves drove off and abandoned the car a short time later in Haberfield.
Anyone with information is being urged to contact authorities.

Perth police say a man in a stolen Land Cruiser has reversed into a police car .. crashed
through a market garden .. and drove straight at an officer before getting bogged.
The police say they've charged a 38-year-old man with a range of offences over the
incident .. which followed a short chase through the northern Perth suburbs of Madeley
and Landsdale .. just before midnight.
He's due to appear in the Perth Magistrates Court today.

Jim Kelly, who has been managing editor of Time magazine for more than five years and last week won the national magazine award for general excellence, is moving upstairs in the Time-Life hierarchy to the newly created position of managing editor for Time Inc., the company has announced.His successor, who will become the 16th managing editor in the magazine's 83-year history, is to be announced this week. The person was said by one Time executive to have ''great EQ and great IQ,'' meaning the candidate ''is both a first-class intellect and has a first-class temperament.''Time Inc. has undergone a broad restructuring over the last several months, cutting scores of jobs and focusing its energies on the Internet, which has posed a special challenge to newsweeklies.Time is still the biggest of the weekly news magazines, with a circulation of more than four million, but it has been slowly leaking readers over the last few years. Newsstand sales, one measure of a magazine's health, have been declining, accounting for just 3.7 percent of the magazine's circulation last year; in 2001, they represented 5.3 percent.Also, Time's ad dollars and ad pages are down sharply. Internet furniture retailer gets OK in Frankfort
An Internet-based furniture business looking to house its inventory in Frankfort was granted a special use permit by the village board Monday.
Imelda Macias, owner of Furniture Rack, expects the bulk of her business to be online sales but plans to use about 2,200 square feet of the 11,000-square-foot facility at 9324 Gulfstream Road for a limited walk-up retail business.

2002 FEB 19 - (NewsRx.com & NewsRx.net) -- The Advertising Council and the American Cancer Society announced the launch of a national public service advertising (PSA) campaign that uses humor to encourage people to get tested for colon cancer.
The campaign includes television, radio, Internet, and print advertising and will debut in time for Colon Cancer Awareness Month in March 2002.
The five-year survival rate for colon cancer is 90% when the cancer is diagnosed at an early, localized stage. However, only 37% of all diagnoses occur in the early stages, and as a result, colon cancer is the second deadliest cancer in the United States today.
Sponsored by the American Cancer Society and developed by volunteer ad agency Campbell-Ewald, the new campaign is designed to motivate individuals to get tested as a preventive measure, while focusing on the overwhelming cure rate associated with early detection.
The 15- and 30-second television PSAs depict doctors apprehending "Polyp Man" - a pesky character dressed in a large, red polyp suit - in an aggressive cop-like fashion. While using a humorous tone, these spots convey the message that both men and women age 50 and older must take an active role in preventing this disease by discussing early detection methods with their physician. Each spot concludes with the campaign tagline, "Get the test. Get the polyp. Get the cure." and features the voice of comedian/actor Tim Allen.
The radio PSAs, which also feature the voiceover talent of Tim Allen, use the same humorous style to convey the early detection message. The campaign's print ads also show Polyp Man being apprehended in various situations. The Ad Council is distributing the PSAs to media outlets nationwide.
"Finding and removing polyps through early detection testing before they become cancerous can stop colon cancer before it even starts," said Harmon J. Eyre MD, American Cancer Society. "In fact, if all Americans 50 or older had regular tests, annual deaths from colon cancer could be cut in half."

The BBC has completed its gruelling seven-month agency review with the appointment of Abbott Mead Vickers.BBDO, Duckworth Finn Grubb Waters and Fallon to its roster. Faulds has been re-appointed to work in Scotland.
The agencies will create ads for BBC's television, radio, and Internet services and play a key role in promoting director-general Greg Dyke's vision of the BBC's seven-channel digital future.
It is one of the UK's most coveted ad accounts bringing immense kudos, though minimal financial rewards. The corporation is understood to spend about [pound]12m on external ads, but much of the work will be aired on BBC channels.
The corporation has previously used ten agencies, but decided to slim the roster down to four to give it more focus and cur costs.
Marketing director Matthew Bannister -- who leaves next week -- favours moving away from glossy all-encompassing corporate ads such as Leagas Delaney's "Perfect Day" in favour of ads directed at specific audiences. Leagas was not re-appointed, and boss Tim Delaney has slammed the process for being run by "extremely young" people with little experience.
David Grint, the BBC head of marketing and strategy who managed the pitch, was unavailable for comment. But one BBC insider says: "Fallon will continue with youth and children's work, Duckworth will contribute to strategic thinking and AMV will be working on key projects."

Taking the alliance one step further, Realtor Magazine Online and Realty Times have also agreed to co-brand the latter's Real Estate Update, a free monthly newsletter for real estate practitioners, which they can send to their buyers, sellers, and prospects. The two electronic publications are also co- branding a $200-a-year print newsletter for consumers. A special sign-up for Realtor Magazine Online readers is accessible from the Realtor Magazine Online home and news pages.
The alliance also marks the first time that "Agent News," a section of Realty Times geared specifically for real estate salespeople, will be featured as a separate content source from Realty Times on any content partner site.
"Agent News has grown to the point that it's now one-third of Realty Times traffic," Evans said. "The topics we cover range from manager concerns to tips for new agents."
Each service offers a news digest, which can be e-mailed directly to subscribers' desktops.

First Priority Group Revenues Gain in Second Quarter; Strong Showing for Fleet Service and Affinity Programs.
PLAINVIEW, N.Y., Aug. 2 /PRNewswire/ -- First Priority Group, Inc. (Nasdaq: FPGP) reported today that solid revenue gains, coupled with continuing cost reduction efforts, resulted in a sharply narrowed loss for the quarter ended June 30, 1999.
Overall revenues for the quarter ended June 30, 1999 were $4,082,248, an increase of $330,571, or 8.8%, compared with the same period last year. The Company's principal operating subsidiary, National Fleet Service, showed a revenue increase of $508,000, or 15%, attributable primarily to the full roll- out of a major fleet contract initially announced last September. National Fleet Service manages collision claims, recovery and other services for self- insured corporate and municipal vehicle fleets.
The Affinity Services Division of driversshield.com Corporation, a wholly owned subsidiary of FPG, which wholesales its auto club discount and services program to financial institutions and membership organizations, reported that revenues for the second quarter of 1999, more than doubled compared with year- ago figures, rising 118%. This growth reflects the success of the Company's overall marketing strategy of partnering with strong industry participants.
The revenue gains in fleet operations and affinity programs more than offset the expected sharp revenue decline experienced in FPG's direct repair program (DRP) business, which is being phased out due to recognizing that the traditional industry approaches to these programs does not adequately serve the needs of insurance companies. It is anticipated that the Company's new subsidiary, driversshield.com, will meet the needs of insurance companies for nationwide collision repair management. DRP revenue fell by 81%, or $210,000, during the quarter.
FPG's loss of $123,204, or $.01 per share, for the quarter was well below its loss of $354,700, or $.04 per share, for the year-earlier quarter.
"We're pleased by the continuing improvement in our revenues and in our overall results, which are approaching break-even in spite of our continued heavy investment in our new Internet subsidiary, driversshield.com," said Barry Siegel, Chairman and Chief Executive of FPG.
Siegel said one of the world's best known companies in the field of electronic commerce is building the driversshield.com Web site, and that the site is already online with over 50 pages of content, available for insurance companies to view with a security password. driversshield.com is expected to begin serving insurers sometime in the fourth quarter, but marketing has already begun.

driversshield.com is continuing its efforts to raise capital through a private placement. This process has taken a little longer than originally anticipated due to many positive additions and revisions in the Company's business plan. FPG merged its growing Affinity Services Division into driversshield.com, providing the new business with an immediate and expanding revenue source. It is anticipated that the private placement should be completed shortly. This is intended to fund a rapid roll-out and expansion of driversshield.com, although FPG will remain its majority owner.
Results for the first six months of 1999 reflected both the second-quarter acceleration in the Company's revenues and the continuing benefits of cost reduction efforts implemented late in 1998. Overall revenues for the first two quarters of 1999 were $7,661,000, 1.4% below the $7,769,000 recorded in the 1998 period. National Fleet Service's revenues were up just under 5% for the first six months of 1999, while the Affinity Services Division gained 83%. DRP revenues fell sharply, again as expected. The overall loss for the six months was $331,146, or $.04 per share, down from $629,896, or $.08 per share, in the 1998 period. Operating costs declined 15.9% for the quarter and 11.9% for the half, in spite of FPG's continuing investment in systems and staff for driversshield.com, Y2K compliance and a totally new accounting system. In addition to using Web and electronic commerce technology to manage auto collision repairs more efficiently for insurers, driversshield.com will also make the repair process easier and more convenient for drivers, and will provide them with discounts, warranties and other services.
